                                                                           CLEAN DEVELOPMENT MECHANISM (CDM)

  • Climate change emerged on the political agenda in the mid-1980s with the increasing scientific evidence of human interference in the global climate system and with growing public concern about the environment.
  • The United Nations Environment Programme (UNEP) and the World Meteorological Organizations (WMO) established the Intergovernmental Panel on Climate Change (IPCC) to provide policy makers with authoritative scientific information in 1988.
  • In its first report in 1990, IPCC concluded that the growing accumulation of human made green house gases in the atmosphere would "enhance the green-house effect, resulting in an additional warming of the Earth's surface" by the next century, unless measures were adopted to limit emissions.
  • The UN general assembly responded to this by launching negotiations to formulate an International treaty on global climate protection which resulted in completion of the United Nations Framework Convention on Climate Change (UNFCCC) in May 1992.
  • The convention was opened for signature at the Earth Summit in Rio de Janeiro in June 1992, when it was signed by 154 states and European Community. It entered into force on March 21, 1994. India signed UNFCCC on 10th June 1992 and ratified that in 1993.
  • The Clean Development Mechanism (CDM) was instituted in 2001, under the Kyoto Protocol.
  • The CDM allows emission-reduction (or emission removal) projects in developing countries to earn certified emission reduction (CER) credits, each equivalent to one tonne of CO2. These CERs can be traded and sold, and used by industrialized countries to a meet a part of their emission reduction targets under the Kyoto Protocol.
  • The mechanism stimulates sustainable development and emission reductions, while giving industrialized countries some flexibility in how they meet their emission reduction limitation targets.
  • The projects must qualify through a rigorous and public registration and issuance process designed to ensure real, measurable and verifiable emission reductions that are additional to what would have occurred without the project.

  • Review of documents viz. Process flow, material/ mass balance, energy flow & operating specifications / parameters of proposed project by J.M. EnviroNet (P) Ltd. in order to assess Additionality Check & Sustainability requirements.
  • A project Design Documents (PDD) will be developed and emphasis will be made on the quality, approach & methodologies of PDD as the acceptability of Emissions Reductions depends largely on PDD.
  • There is a set of activities which needs to be performed for development of PDD
    • Collection of information from Project Proponent, Industry Segment & various other International developments in CDM Circle & its Analysis.
    • Providing assistance in Public Consultation to gather information on the concerns of the Public
    • Assistance in appointing a Designated Operational Entity for validation of CDM project and to manage the validation process.
    • To present the case before the Designated National Authority (DNA) for host country approval. Preparation of necessary documents viz. Project Concept Note (PCN) as per the format specified by MoEF, New Delhi and its submission to DNA
  • Facilitating the sale of CER’s
    • To approach the potential buyers based on J.M. EnviroNet (P) Ltd.’s network viz. Large Private & Govt. Utilities enterprises, Non profit entities, Large Carbon funds, Compliance buyers, Brokerage Houses facilitating Carbon commodity trade transactions etc.
    • For approaching potential buyers, a project fact sheet or Emission Reduction Purchase Agreement (ERPA) will be elaborated.
    • The process ends with negotiation on ERPA with potential CER buyer/s and the contract will be concluded.
